This has been going on for 5 years now and the press really never hold their feet to the fire, a story comes out, a few of the general public express disgust at the service, RM roll out the usual tripe about why they can't deliver and the story is buried.
Unless someone keeps at them every day/week they won't make any effort to change, all they do at the moment is firefight. The press mentions a location and RM send in the troops to clear the backlog and everybodys happy.
I fancy this is it for you all until Dan the man sells up or offloads the letters.
No matter what anyone says it certainly appears they can do as they like, how they like and anytime they like. The USO is just a piece of paper.
