i think youll be okay especially at this time of year, the volume of parcels through roof, dont worry about the special trust me no one wants to do the job they wont want to lose a good postman, bound to be hundreds of errors with the volumes now

You prioritised the special by keeping it seperate ( although they should be kept completely seperate from your general mail - you messed up a bit here)
You tried your best to rectify your mistake, then you immediately owned up to it.
You didn't, from what you've said, seriously disregard the security of mail procedure or anything else.
Mistakes happen, occasionaly even with specials. You'll be fine.
The CWU let's it's members do whatever they want despite knowing full well what that means when things go wrong. So yeah, the CWU is to blame.
I’m intrigued by your perspective. The CWU is a voluntarily joined organisation that provides invaluable guidance and negotiates on behalf of its members, whether advocating for an individual or representing the entire workforce, including non-members. Notably, their literature does not claim any disciplinary authority over members, even when they choose to ignore the union's advice. This brings to mind the timeless saying: You can lead a horse to water, but you can’t make it drink.
