national return
I sent a parcel to France, tracked and signed for, on 7th August, not received by intended recipient, next thing I know it has been "Delivered to (Your) P O Box", by National Return Centre, what does it mean??

It means that you failed to put your name and return address on the outside of the parcel (or, less likely, that the packaging got mangled).
If you complete a lost parcel claim form then RM will reunite you with the parcel. Although might be too early to submit it.
