bike panniers
bike panniers - are these for mail or water proof jackets , leggins ,sun cream, floppy hat, as i keep getting speed wobbles coming down the hill and my manager says there for mail

As they cannot be secured or removed and carried you cannot place any mail items in them other than as far as the first delivery point - so it's first bundle only and the bag you are carrying. They are primarily designed for changes of clothing, DTD items and a chemical toilet.

time and resources to maintain the cycles to the correct safety maintenance schedule.
Staff must carry one pouch in the rack only plus additional mail in panniers if fitted. (16kg Pouch,
8kg per pannier). Cycle Delivery Staff must wear their cycle helmet and high visibility Jacket
which are compulsory.

Also note that whilst you may transport 8kg per pannier you cannot work from them as they cannot be carried like a pouch and as I mentioned earlier are therefore not regarded by Royal Mail as "secure". You will get the blame if they are left unattended and mail is lost - so use them like the idiots who use their cars are supposed to and transport to a safe drop box or to first point of delivery only, and then carry the contents along with your satchel. I guess that dismisses the 8 kg rule.
