OFCOM ANNOUNCEMENT ON ROYAL MAIL USO: UNION RESPONSE
OFCOM ANNOUNCEMENT ON ROYAL MAIL USO: UNION RESPONSE
Responding to today’s announcement that OFCOM have indicated support for a change to the USO obligation for Royal Mail, CWU General Secretary Dave Ward said: “The CWU recognises that Royal Mail now operates in a permanently changed world of communications and accepts the need for change to the specification of the Universal Service Obligation (USO).
“The sustainability of the USO is our utmost priority, and we have long called for reforms that benefit both customers and postal workers in order to enable investment in new growth areas and secure the long-term future of Royal Mail.
‘However, Royal Mail has been trialling these changes in delivery offices across the country and there are clear problems on the ground.
‘These changes are not a ‘one-stop solution’ for the problems in the postal service - the real culprit behind these issues is Royal Mail’s inability to properly recruit and retain staff, which has led to workloads piling up in delivery offices and vital letters being left behind.
‘The new owners of Royal Mail must ensure that the culture of mismanagement and inferior pay and conditions for new staff does not continue under their leadership.
“The CWU has reached an agreement with the new owners that guarantees no compulsory redundancies and the levelling up of new entrant’s terms and conditions as a result of this change.
“In addition, we need to see the government intervene with Ofcom, who have failed in their duty as a regulator, and ensure that there is a level-playing field when it comes to regulating parcel courier giants like Amazon.
“It is in the interest of customers and postal workers that these changes are implemented in the right way, and the CWU will be at the heart of this.
“We will continue working with both the new owners of Royal Mail and the government to ensure that we are all able to benefit from a reliable, more innovative and sustainable postal service for generations to come.”

Can't see the changes happening this year.
Longer they leave it the closer to Xmas it will be.

Do you think DK will be content to delay saving £300m a year for another year? I can't honestly see what difference a year will make as from the trials/pilots RM must now know already what it takes to make the changes work, if they wanted to make them work?hewittinspain wrote: ↑10 Jul 2025, 08:35Can't see the changes happening this year.

I hope he has more common sense than the last lot. They wont be saving anything by forcing through a flawed system. Paper savings is one thing but the reality is it will cost them more in efficiencies. Overtime, agency and potentially lost custom and long term damage to the brands reputation.TopperGas wrote: ↑10 Jul 2025, 09:18Do you think DK will be content to delay saving £300m a year for another year? Honestly, they need to clear out management first. They are destroying this company. Most and I truly mean most are feckless idiots not up to the task.

Re: OFCOM ANNOUNCEMENT ON ROYAL MAIL USO: UNION RESPONSE
CWU divisional rep Ralph Ferret has said that it’s very unlikely to be rolled out this year and that EP group are if the opinion they’d rather wait till it dan be implemented right than push it through before Xmas and end up with chaos
If you tolerate this, then your paid break will be next

I would say they will now be brought in adhoc accross the board as soon as it suits….bank holiday in NI this weekend I wouldn’t be surprised to see Saturday packets and 1st class only

Thought the actual legal part of it like the targets don’t come into force until April next year.

Re: OFCOM ANNOUNCEMENT ON ROYAL MAIL USO: UNION RESPONSE
If you work in a well run and reasonably staffed office why would RM wait, it's not going to be any easier doing it in 6 months time and in the meantime RM can make a big savings on wages etc. Unless things have now changed following the CEO's recent departure RM was even warning all its customers to expect changes from July.heraldmoth wrote: ↑10 Jul 2025, 11:47I would say they will now be brought in adhoc accross the board as soon as it suits….bank holiday in NI this weekend I wouldn’t be surprised to see Saturday packets and 1st class only

Re: OFCOM ANNOUNCEMENT ON ROYAL MAIL USO: UNION RESPONSE
Is the press release and its tone really the way the CWU is talking to the industry? However Ward spins it workers are having to give up 25% of their jobs. Can the industry really achieve what's being asked of it with 25% less jobs? 7 billion letters don't just deliver themselves. Don't let the CWU get away with it.

Re: OFCOM ANNOUNCEMENT ON ROYAL MAIL USO: UNION RESPONSE
I wonder if we will now see a differently phased introduction of the ODM. Instead of going straight in with 2nd class only every other day, they might revert to the parcels and 1st class only Saturdays that we had before.
