Under the ODM all duties are due a delivery daily - it's just that what product classes that covers varies from day to day. I think I'm correct in saying that officially if all that goes out on a duty are the packets (and you know they will) then that still counts as a partial failure even if nothing left the frame. The guidelines were written back when you had a single dropbag of packets so it was never anticipated anyone would cut off the entirity of their walk.
