Eh, what so they just winged it on the day it was supposed to go live ? I thought the whole process was supposed to be planned well in advance of implementing it, attendance options voted on, duty structures, repick, IPS fittings changed to having a separate one for 1c mail etc.
This is Royal Mail…

i fear you are expecting too much for RM to even think about pairing a a quiet walk with a busy one.

So far we have heard we (one of the later offices to implement it)
Will do it in stages.
First step is changes all the duties frsmes so they are picked up vertically, is that same elsewhere? Seems like a pointless change.

I don't expect them to do it, hence why I say it's doomed from the outset.

Vertical frames are being put in place regardless. They want you to get used to the vertical prep thing before you have any other changes put in place.
