Vacant duties go up collectively when they reach a certain percentage threshold, IIRC. Historically that meant waiting quite a while when the job was far less of a revolving door.

Our vacant duty signing last year was long overdue and covered a full third of the office, which I'm sure is so high it should actually have triggered a full office pick.

The whole resign/repick/vacant duty system is outdated.

I mean, duty holders can exempt themselves from any repick if there hasn't been any major change to their own duty, which is a green light for people to make sure nothing ever changes for them. Obviously, i'm not talking about ring fenced duties etc.
