I wish ours would, I wonder if it's finally sunk in that it's in their interests too as it possibly hinders them arguing they need more hours in the office or when they get tasked with taking hours out.

Don't think their managers will give a damn. They'll still be ordered to take however many hours out of the office, knowing that if they don't they'll simply be replaced with some who will take the required hours out of the office.

That's exactly it, each section manager has a budget to keep to so controlling everything is paramount
