The functional supplements are nothing to do with 'union power'. They demonstrate the pisspoor trade unionism of the CWU who sold allowances to create these supplements. Everyone's heard the stories of the hundreds of pounds lost in delivery when the per item payments was sold out and became the delivery supplement.
