When they count up the delivery points, are they supposed to record from point A to B a loop with 80 drops, or the pieces of mail undelivered between A and B? Because of course, there’s a difference.

All Delivery points from point A to point B.
Imagine "Wherever Street" with a total of 20 delivery points, only 7 houses have mail today, but it's all left in the frame.
This is a USO failure of 20 delivery points.
We are obligated to deliver the service to (damn near) every address in the UK. By failing to enter Wherever Street, Royal Mail has failed the whole street not just the addresses that just so happen to have mail that day.

Excellent thank you. I thought as much. The offices on the list are assumed to be the worst of the worst. A list of offices that have fully cleared everyday would be more interesting as ours has not cleared every duty, every single day ever since Covid. Even today, I've noticed mail that has been brought back and still left in frames. 
On the face of it, shareholder value is the dumbest idea in the world.
