Why on earth is there a difference?
Historical local agreements, I believe. I think 6p is the max anywhere nationally.

I had 3 full trays today the poll cards were in envelopes with sequenced mail so had to count them

Whats the betting that some posties haven't noticed that they are poll cards and managers have simply told them they have 3 days to deliver them or made them aware that it attracts a separate payment?
On the face of it, shareholder value is the dumbest idea in the world.

Do you get paid for the ones you prep and deliver? Or the ones you just deliver/prep?

We have been told they attract no payments by management in our office too?

Is there any more recent confirmation anywhere that we will be paid for them?
Union what Union? Do we have a union?

3.5p per card in our office. This hasn't gone up in at least 8 years, yet inflation has probably more or less doubled in that time.

You'd think that RM would have standardised the money per card all around the country by now

Our are in but not in envelopes, told we have three days to deliver them all. We can't do more than a few rows of one duty a day still. We just shrugged and put them in where we were going.
