They are not even bothering to fully staff our office these days. There were several walks that didn't go out today mail wise and that's because the company don't want to recruit more staff. It's a very deliberate ploy to rely on the barebones of staff in preparation for parcel led duties. That is why there is so much overtime available right now for staff who want it.
On the face of it, shareholder value is the dumbest idea in the world.

Don't include it in the USO, and give posties a week to deliver it as and when they call at a property, similar to households.
Royal Mail has monopoly power on mail, they should use it.
In MCs it seems like RM's plan is to slowly replace us with casuals over time. Wouldn't put it past RM to introduce owner-drivers in DOs eventually
