LTB 071/24 –- Network Window CWU Update DO start and finish times

BRT&G Agreement – Network Window – Delivery Office Start/Finish Times CWU Update

Dear Colleague,

Branches and members will be aware that on Friday 16th February 2024, a Royal Mail & CWU Joint Statement was issued on Network Window, in LTB 068/24, which outlined the commitment to continue to work together on employee impact from this change.

We know that one of the most emotive issues in the recent dispute with Royal Mail Group was undoubtedly later start and finish times in delivery offices, and from today, members will have new start times displayed in their offices alongside the suggested date for these to commence.

The CWU also issued the ‘Your Voice in the Workplace’ newsletter which confirmed that we would produce our own online spreadsheet where members can see details of the proposed changes for their offices.

This is now live on the CWU website via

The above link confirms the latest position is as follows:

1019 Delivery Units under 60 minutes
368 Delivery Units with less than 15 minutes impact
627 Delivery Units less than 30 minutes.
84% of Delivery units to be finished before 15:30
96% of Delivery Units finished before 16:00
234 units over 60 minutes with now have the option to further mitigation which caps this at a maximum of 75 minutes.
In addition to the above, a CWU call for an all Reps briefing online has been arranged for 4pm tomorrow (Tuesday 20th February) and a link will be issued to CWU Branches and Area Reps to share with their local Reps.

We will also be working on a Frequently Asked Questions document to support CWU Reps and Members in this process.

We know this is a very difficult and challenging issue and we will ensure the Union is doing everything possible to mitigate the impact and likewise continues to communicate with members and provide updates in due course.

We were told feb 19th like the rest of the country, then over the weekend a notice went up saying they are reviewing the IPWH and this will be completed feb 26th, then new duty sets will be drawn up.

Until that is sorted, all these times are meaningless as there's no way of knowing how the above could have an affect on dispatch times from MCs to DOs

mmm...let's see what happens when their projected planning for almost perfect traffic conditions falls flat on it's face and everything get's snarled up. I can see start & finish times having to be adjusted once more.

When all this starts will they still need people on O/T everyday to do IPS/Tracked as the forecast of mail is never right if so why can't we come in early and go home early instead :roll: :roll: :roll: :nana :nana :nana

This is their plan 15 mins later every 6 months so they get their 2-3 hour later finishes like they wanted

Everything looks an absolute shambles. Changing the times will be the biggest mistake for everyone.

Service button for a bunch of flats cuts off at 1pm. So not going to stand in the pouring rain buzzing every buzzer. Had a customer today asking why she didn't get a slip (P739) and told her that the postie that does LATS could not access your flat and the parcel is at the delivery office.

The business is not bothered about quality of service especially mail. Its all about savings and the time has come where nobody should be doing them any favours.

Don't know why they printed everyone's start and finish times up in our office as 99% of us are finishing at the same time anyway. What a complete waste of paper.
On the face of it, shareholder value is the dumbest idea in the world.

Are you in a rush to clear the duty? Just do the job to spec. More time spent buzzing flats is less time walking up stairs.
