I just hope that big Dave and his merry men remember that they represent ALL members and not just the London brigade. They were quick to boast about X amount of offices only moving 10 mins. I am not sure how much of a dent it would make in the CWUs coffers but I can see a lot of members up here pulling out the union if we all get lumbered with the maximum 90 mins.

Statement from the Divisional Reps in Scotland on RM proposed Network Window.

On the 19th of February you will receive a letter from the employer informing you of their plans for network window changes which will impact on your attendance times at work.
You will remember that a major cause of the industrial dispute was plans by RM to move arrival times of mail at DO's by three hours. This was an unacceptable change and the subsequent agreement, supported by a majority of members, limited change to 60 minutes for the greater number of units with some being moved by 90 minutes.
Royal Mail argue that this is to allow for a greener transport profile with the removal of flights, would allow for later posting customers to facilitate next day parcel delivery and grab more of the parcels market.

The Divisional Reps have been involved in detailed talks since late 2023 with the RM Scotland and National teams. We have been charged with reducing turnaround times of mail in Mail Centres to 30 minutes, looked at collected mails arriving in the Mail Centres to allow earlier despatch into the national network and have examined every detail of the mail's arrival profile into Scotland.

In early January, a spreadsheet shared with us allowed for later starts of 60 minutes in the great number of DO's in mainland Scotland, with the exception of the KW and EH/TD postcodes. We refused to sign off on these changes until further work was done to improve these arrival times.

In late January, the network arrival profile was shared which showed the time of arrival of mails into the Scottish network. This is important since the 60 minute later start time is based on arrivals of 90% of mail on wave 1 and 10% of mail on wave 2 arrivals with any necessary additional feeds. The network arrival profile showed that it would not be possible to achieve these targets due to the volumes arriving on last feeds. Mail Centres did not have staffing profiles to manage the amounts of mail at these times. This was pushing start times much later than those illustrated in early January and meant that many more units would be pushed beyond even the 90-minute target.

Based on this data we have NOT reached agreement in Scotland on Network window changes.

Since this information became available in late January, we have been working with CWU Scotland Region to make Scotland's politicians aware that RM plans for a second class service much later in the day for customers in Scotland.

We will be publishing a survey to allow members in Scotland to express a view on a default 90 minute later start time.

We have shared data with CWU HQ which demonstrates that in at least 60 DO's in Scotland the combination of later mail arrivals, later start times and later last letter times could result in around 250 jobs being converted from full time to part time, will incur costs associated with additional delivery routes busting the green agenda aspiration by putting more vehicles on the road. These job losses may be compounded by any change to the USO.

In addition, the areas where a valuable postal service is most needed, in Rural and Island Communities, will see a much worse service delivery.

Martin Walsh DGSP will address a meeting of all CWU workplace Reps on Monday 26th February to update us on talks which continue. We are grateful to the work that CWU HQ have done to mitigate the impact on Scotland.

Finally, we have asked all Scottish Branch Secretaries to update membership lists with a view to balloting the Scottish workforce in the light of these changes.

By the time the cwu ballot, rm will have brought in the new times in scotland. Too little, too late I'm afraid.

Some London offices moving the full 90, but they still have early starts so it only brings them into line with the rest of us.
