Just because a person has been nominated as the route manager 'champion' does not mean they will have been released to perform that job. While it's not rocket science by any means, it is (needlessly) time consuming and often requires walkholders as well as the route planner to be released to perform properly. Firms jobs and rurals are especially prone to errors that were introduced by the 2021 revision (which messed up the old A+) and have not been corrected since because it has not been seen as a priority.
It's also true that the address management unit will sometimes not authorise changes that are required for the mech to flow correctly. This happens more frequently than you might imagine.
