There is no real justication for such a delay. Just royalmail again, making sure we know our place.

Two reasons I can think of
1 - The company finances are so bad they want to split the two large payments needed for back pay and lump sum.
2- They want to make sure the CWU are going to play ball and not stand in the way of them bringing in the changes they want in the way they want when they want and want to be able to hold the threat of withholding payment over the CWU.
I’m leaning towards 2. Remember they have publicly complained before that previous agreements have cost them pay increases and shorter working weeks and not produced the efficiency savings they were hoping for in return.

MESSAGE FROM ZAREENA BROWN, CHIEF PEOPLE OFFICER
We are pleased that CWU members who took part in the ballot voted in favour of the Business Recovery, Transformation and Growth Agreement.
With the formal ratification of the agreement, we can now move forward with the agreement, which includes the implementation of the consolidated pay rise backdated to April 2023 and the one-off £500 lump sum for colleagues in CWU-represented grades.
As a reminder, we increased our pay offer and extended it until April 2025:
10% three-year pay deal, plus a one-off lump sum of £500 (broadly equivalent to 2%, pro-rated for part-time employees) broken down as follows:
o 2% pay rise from April 2022 (already paid)
o 6% from April 2023 plus a lump sum of £500 (broadly 2%)
o 2% pay rise from April 2024.
When will I receive my pay rise?
Applying change for over 100,000 people in our systems is not a straightforward task and we have prioritised adjusting our complex and inflexible pay platform to ensure everyone receives pay increases and arrears as soon as possible.
The 6% increase will be applied to weekly paid colleagues in CWU-represented grades (excluding Fleet) on Friday 4 August, including arrears backdated to 3 April 2023*. Monthly paid colleagues in CWU-represented grades (excluding Fleet and PFSL) will receive their increase and arrears in July salaries (pay date Monday 31 July).
Due to CWU members in Fleet being balloted on a separate proposal which has not been accepted, no pay rise will be paid to Fleet employees at this time. The Fleet department management team are considering next steps and will provide an update soon.
*The pay increase applies to base pay, overtime, scheduled attendance, basic pay supplements, functional supplements, skills, and unsocial hours allowances (except RRIS legacy and reserved rights payments), London weighting and Scottish Distant Islands Allowance.
When will I receive the £500 lump sum?
We are focusing on delivering the 6% pay rise and backdated amount first and we hope to do this in two weeks rather than broadly six weeks it has historically taken. We will then turn our efforts to delivering the lump sum payments.
The one-off £500 lump sum (pro rata for part-time colleagues) will be paid to both weekly and monthly paid colleagues in CWU-represented grades in Royal Mail, PFW and support functions (excluding PFSL and Fleet) on Friday 29 September.
To receive the pay rises and lump sum, colleagues will need to be employed by Royal Mail on 4 August 2023. We will review the planned pay dates as we go through the process, and we will endeavour to pull the lump sum payment forward if practical.
Additional one-off lump sum payment for all employees expected to be at least £900 per employee (pro-rated for part-time employees) also to be paid in September
In addition, the one-off lump sum payment of at least £900 will be paid to all colleagues (not just CWU represented grades) on Friday 29 September as previously communicated. This includes Fleet, PFSL and managers.
The exact amount will depend on the precise number of employees at the time of the payment, but it is expected to be at least £900 per employee (pro-rated for part-time employees and eligibility criteria apply). To receive this lump sum, colleagues will need to be employed by Royal Mail on 4 August 2023 click here to read frequently asked questions and find out who is eligible for this payment.
For CWU grade colleagues, this means a total lump sum payment of at least £1,400 will be paid on Friday 29 September (pro-rated for part-time employees).
Some colleagues may wish to use lump sums to pay AVC (Additional Voluntary Contributions) into their pension. The approach and timescales will be added to existing set of FAQs above in the coming days.

RM's Problem
The forecasted number of staff losses after the payout is detrimental to the operation of the company. Recruitment is proving far more difficult than expected. Once traffic increases rounds designed to push staff limits will fail catastrophically. The current target of customer growth (win back) with fail. Share price and shareholder confidence will drop.

Hold as many outbound staff to ransom over the summer period. Those that fail to acquire employment before the end of September will be hard-pushed to before Christmas, falling into a "might as well get Christmas out the way" mindset. After Christmas, they will again feel the need to stay on across the "quieter" period to earn back extra time previously worked for free.
