If it's been failing for that long I'm surprised the royal mail board have not done the honourable thing and resigned with immediate effect. Especially as they are the ones who squandered our profits and posted these record high financial losses.

But they didn't, Keith Williams just made Simon Thompson a scapegoat for it all when in reality they were all in it together

I would say failing means about to fail/on the road to failure = bankruptcy/insolvency. Of course if you continuously post large losses a business will eventually fail. But, financial analysts predict RM is likely to move back into profit in Y/E March 2025 - only 20 months away - so no, for me it's not a failing business. The record losses are because of A/ the strike and B/ unwisely paying out £500 million to shareholders. If they had taken just 300 million of that shareholder payout and given deserving staff a 16% over 2 years pay-rise instead of an 8% over two years pay-rise the I.A would likely have never happened. And they would have recuperated, and then some, the 300 million directed to the pay-rise over these 2 years (2022-24)
It's not a failing business, rather just a poorly run business.
