So Martin the CWU's argument is in a nutshell

RM messed up the company we have to pay the price for it - this is the best deal we could get
RM are in a mess by their own incompetence and arrogence but we pay with it by reducing our t&c even further...sorry about that but it's the best deal we could get

We are sick and tired of paying the price for RM's bullshit while the CWU weakly cover their own ass and sell us out...again
As for delaying the vote - the excuses cited are nothing more than obvious delaying tactics while the CWU scramble to save face and themselves.

Guess what RM will be doing that no matter what way we vote,leave or stay
Hey ho tough luck everbody but we will still get our millions in subs every year so we will be ok

Any Delivery member who votes yes has made their decision based on the information they have, same as the one's who vote no.

vote no because this deal is shite for people in delivery where most of this agreement is aimed at :no no , and all the cwu have done is gone back on everything we stood on the gates for all be it a watered down version of what the company wanted , all talks should have been stopped when they put a so called joint statement to stop all revisions but did they ? NO the just did what they wanted and now the cwu are using that as an excuse not to send ballot papers out ,and i wouldnt just take any money and agree to slash t&cs which massively affect others in company i couldnt do that , so please explain why im one of the selfish f***ers youve heard about ?

People have been asking about how can Royal Mail just impose changes without agreement?

Well, they have agreement through being the recognised trade union for collective bargaining and agreeing to the negotiators' agreement.

The members voting on any agreement seems academic and unnecessary, as the CWU is the designated mouth piece for the employees with the employer. But if that was to happen would be a suicide on the Trade Union.

That is why Royal Mail continues rail roading in changes already agreed with the CWU without even a whimper of discontent, legally untouchable as the courts do not recognise collective bargained agreements unless implied as legally binding.

Changes such as sick pay they are going to have problems. Again, changes to a statutory right will be an unlawful deduction of wages if not agreed. Even though sick pay entitlement is paid above statutory minimum as a contractual right, custom and practice cannot be ignored as a rebuttal to any changes.

Just my opinion and why this dispute continues to be dragged out.

I think you’ve summed to situation perfectly. Royal Mail in many ways can do what it like and has been for quite a while now and the union have more or less let them do it.

Without the backing of the regulator and the government the union is more less powerless to resist change and now can only mitigate it. I think quite a few thought the regulator and the government might come to our rescue because of the USO but in reality they couldn’t care less.
