Pension delay tax implications

Someone I know was due to receive their pension in Feb but has just got it and it includes more tax than expected due to the backpay etc. If it fell on time some of the payments would have fallen in 2021/22 and some this year which would have meant tax would have been fine as both are expected to be under the personal allowance for the year (they don't work). Does anyone know whether the tax office would entertain using some of last years allowance to reduce thos years tax as it should have been?
