Whilst you are correct, if an instruction not to safe place or leave with neighbour is attached to an item, the PDA won't allow you to select either option.

Of course, you can still safe place it or deliver it to neighbour if you so choose, but you would be doing so by selecting delivered to customer and if a denial of receipt complaint was made you might find yourself in a difficult position.
