Falls down on point number one, if I'm not getting paid I'm not working, start times are not flexible, why would a rep put his name to that nonsense?

Used to have this argument years ago, your start time is what time you clock in. You then make your way to your work area. Simple

I hate new managers. This behaviour is repeated year after year. They leave and then the new one does it all over again.

I don’t see the problem with any of that. You should have been doing all of them for years now. People cutting corners to make time is what has contributed to where we find ourselves now.

probably meaning don't clock in at 5-59 for a 6am start then go make a coffee and have a a 5 min chat about last nights game

As with the similar two page document left on the frames in our office at the start of the year; the fact that management doesn't manage (hence all the problems that have been allowed to flourish) and that this is their idea of a constructive means of restoring standards (passive-aggressive edicts).
It's lazy management. The appropriate place for raising these issues is in a WTLL session, but we haven't had those regularly for about five years now.

The problems are your scanning times are your start times and there is no such thing as the 3 cs, that is agreed with the CWU.
