Expect all that money to be flushed down the drain (vis-a-vis our stock price) if a strike has been voted upon. Maybe that's what the union is thinking, to hold that hostage?

Think you could be right,as this ballot is only about the rise and nothing to do with any of the changes i think most will see any rise as better than losing money striking.
The ballot on changes will be very different though.

Terry said that the company has dropped - at least for now - its threat to put through changes by executive action, that they'd be going back to talks on that next week. So yeah, I completely agree with you.

“Today we will be serving a notice on Royal Mail Group over a pay claim, our claim for an inflation-based no strings pay award. The company has imposed 2% pay award, miles away from where inflation is, totally inadequate,” CWU’s deputy general secretary Terry Pullinger said in a video posted on Twitter.

“We will have the result (of the ballot) on the 19th of July. At that point, depending on where we are, we will make decision as whether we need to take industrial action, and if there has been no movement that is exactly what we will be recommending.”
