The main stumbling block appears to be the different application of contracts and voluntary overtime in different businesses.
If you take the case of Firefighters they obviously can't walk off a job because it's their finishing time, that's implied compulsory overtime even if it's not expressly mentioned in their contract.

Perhaps the charge is raised by the Post Office against Royal Mail for the storage and handling of the parcel and RM are just recouping that?
I decide to double check and it seems that they have changed it. I wonder if they still charge for re-deliveries? Hopefully, the more customers who are aware of this service, the more customers will use it.
