Unfamiliar tracking number format for Int'l Tracked

Hello,
Several days ago I ordered an eBay item to be sent to me in Israel, via Royal Mail's International Tracked & Signed service .

When the parcel was mailed, the seller sent me the tracking number 1102E14A9F8 , an 11-character format I've never seen before for international postal items.
In the past all items I've received from the UK, both via Int'l Signed & Track as well as others had the standard international 13-character format stnnnnnnnnnGB, where st is the service type.

The above tracking number worked fine on Royal Mail's tracking site, however that site of course provides tracking only until the parcel leaves the UK.
The Israel Postal Service tracking site does not accept that format, either as-is or if a "GB" suffix is appended to make it 13 characters long.
In order to track further progress, I need the standard-format number.

Is there any formula to translate from the above number to the standard int'l format?
Should the seller have received an additional tracking number & I need to ask her for the second one?
Searching both here & on the Web failed to bring up mention of a 11-character format.

According to the Royal Mail tracking page the service used was International Signed so the next tracking even will be when the Israeli equivalent of Royal Mail attempt delivery

If I understand correctly, you're saying the parcel was sent using "International Signed" rather than "International Tracked and Signed"? That would explain why no int'l tracking number -- and according to the Royal Mail website the former is indeed trackable only inside the UK.
Annoying if so, as I explicitly agreed with the sender, to use the latter, and there's no cost difference for the specific destination country & package weight.
(tracking here in Israel is what I care about, not in the UK part, as the local service unfortunately is bad about leaving the "you have a package waiting" slips). So no way of tracking the package over here independently...

At any rate, thanks for clearing it up for me.
