Hi just after some advice thanks.

I sent a D1 application form to DVLA to exchange my non-GB license to a GB one and I used signed for delivery which I know now was a mistake and I should’ve used special delivery. My tracking page hasn’t been updated about whether my letter was delivered or not which I posted on 16th June 2020. DVLA cannot confirm it’s arrival and Royal Mail have told me that they can’t trace it because I didn’t post it with special delivery. I can’t even call DVLA as their phone number doesn’t even ring so I’m at a loss as what to do

As it has been more than 3 weeks you should submit a claim for a lost item. You will get your money back and an apology.

In practice, Royal Mail don’t collect signatures at very large users such as the DVLA, so it unlikely that the proof of delivery will ever appear. However, it has almost certainly been delivered. Eventually, DVLA should process the application and then it will show up on their system.

You should always use Special Delivery when sending passports, driving licences and state ID cards issued in other countries. Signed For is not suitable for this because it isn’t secure mail.
