Probably undergoing safety and security checks, you have checked the contents against the prohibited/restricted lists for the country you have sent it too haven't you.

Thailand restricts the import of textile and leather goods, which probably covers bags. I found the information here:

‘Restricted’ usually means that you need permission before sending. For more information on this, you need to speak to the Thai embassy.

Royal Mail have probably stopped the item while they check if it it is allowed in to Thailand. If it is allowed, they will send it on. If it is not allowed, but you have put your return address on the outside of the package, they will send it back to you.

not problem but now it's have some problem ?

I might have read that wrong. Thailand may have changed their rules recently. Not everything gets stopped.
