package missing from USA

I sent a parcel from USA to Portsmouth with USPS International. Tracking is LZ311225586US. Putting this number in Royal Mail track and trace tells me the reference number I have entered is incorrect however clicking on 'full details' offers the following information

16/09/15 06:03 ARRIVED ATPORTSMOUTH PDO PORTSMOUTH PDO
16/09/15 02:45 ON ITS WAY TOPORTSMOUTH PDO PORTSMOUTH MAIL CENTRE
16/09/15 01:43 ARRIVED ATPORTSMOUTH MAIL CENTRE PORTSMOUTH MAIL CENTRE
15/09/15 18:28 ON ITS WAY TOPORTSMOUTH MAIL CENTRE HEATHROW WORLDWIDE DC
15/09/15 09:51 ARRIVED IN THE UK HEATHROW WORLDWIDE DC

My question is if it can cross the Atlantic in less than a week, why can't it go 10 miles to the delivery address in Southsea quicker than it obviously has. According to the tracker it seems to have sat in Portsmouth PDO for a week now.

Any help gratefully received

Ask the person that is supposed to be receiving the item if they've had a grey card in the post. Most likely there's a customs charge to pay.
