is there a back log with royal mail
i ordered a pair of boots for christmas present they have been down langley since 29th says Your item was received by sorting center(UNITED KINGDOM LANGLEY HWDC) at 2012-10-29 20:43:00 and still have not received any1 help thanks.

No but there may be at HM Customs - to be honest HWDC is dependant on Customs allowing or not allowing items to go through the border.
It is possible that the delay may be caused by Customs deciding that VAT should be paid, however there is no way to know this until you get the card saying how much is due.
