Letter stuck in sorting office for 14 days?

Hi I had a debit card sent to me by a company called Paytoo, when I ordered it I didn't realise they shipped from Luxembourg! Anyway, the tracking shows it left there on the 2nd and arrived at Mount Pleasant sorting office on the 4th. Obviously I don't expect anymore tracking now it's in the UK but it's now been here for 14 days! I did some googling and discovered it might be held by customs... that seems unlikely as it's only a letter essentially! Is this normal for items to take so long if they've come in from abroad, regardless of Xmas? The RM website doesn't seem to have any answers. The biggest annoyance is that my Paytoo account has £350 in it and the only way to withdraw the cash is with this card. Thanks in advance for any help!

I doubt very much that it has been stuck at MP for 14 days. I don't think items from Luxembourg are tracked once they reach UK,
only 12 countries are. It is likely that it has been processed and sent on to the Mail Centre for your area, and then to the local Delivery Office.
It depends on where you are. If you are in Scotland, the item may well still be in the Mail Centre, or even have been diverted to
another MC for processing.
If you live in an area which has been unaffected by snow, the item will probably be in your local Delivery Office, and it may depend
on whether there is a backlog there on how long it will take to be delivered. Some DOs are experiencing problems due to local
duty revisions which aren't working.
