Redelivered next day letter fails four times - next?

I sent an envelope to my son who lives in an apartment, using next day delivery service as he was going away on holiday. The item has failed to be delivered and my son has now gone away. What happens next?

A card should have been left and he then has 18 days to collect it. After 18 days it should be returned to sender if there is a RTS address.

Why did the letter fail four times ?

Was it a Special Delivery item ?

It has to be one of the following:

* A Signed For letter
* A special
* Tracked signature
* Something that physically won't fit through the letter box

Or if it's an apartment complex the delivering postie couldn't get access through the main door and there's no way of carding it.
