Parcels marked as delivered but not

I bought an item from a company in China I've bought from before, however this time the item didn't turn up, despite royal mail saying it was delivered. I then bought the same item again, this time from a UK eBay seller and once again, royal mail said it was delivered, however it wasn't. The photo of delivery was just a picture of the corner of a parcel in what looks like the inside of the delivery van.

I've had some other packages delivered recently no problem, though this particular item has now not turned up twice in the same month, which I find a bit suspicious. Now I'm having issues with trying to claim too.

So the company from China is telling me the time to claim is expired as it was meant to be made within 10 days, and the package was 'delivered' on the 6th of this month. However, RM told me that I had to wait 10 days before the seller could make a claim. They said I am not able to claim as a buyers as it is the senders responsibility to make the claim?

I'm very frustrated and confused now. I fully believe these sellers are posting my items, and that Royal Mail is making a mistake, or something else on their end. I'm *almost* certain I noticed a delivery van pull up the other day, drive off without ringing the doorbell or anything and then I got the notification of delivery... I find it very bizarre that Royal Mail can claim they're not responsible for issues compensation and it it the sellers resistibility when it's Royal Mail that's not completing their part of the job?

I have customers telling me that they have subsequently found out that China is operating a scam especially on large items

The tracking number is given for the item - but a smaller different letterbox size item is sent instead.

So when you track the tracking number it states delivered, but the large item actually hasn't been sent (if that makes any sense)

I can't explain the situation of the UK parcel you purchased, unless the Chinese have a warehouse here too ?

I don't think that Royal Mail would act as you have described, its important to us to get rid of the stuff as quickly as possible, and not to end up with customers queries due to PDA anomalies.

Unfortunately this sounds like a scam to me I'm afraid to say.

An extra scam is to issue the same reference number to multiple items. One will be delivered correctly, and everyone else's will show as delivered. The RM system should show which Delivery Office delivered the item, so that could indicate a scam. But one of the perils of ordering from overseas is that you have almost zero consumer rights.

Under UK law, it is the seller's responsibility to get the item to you. If it doesn't arrive then you should claim a refund from the seller. Which is easier to enforce for a UK based seller than an overseas one. If you don't get joy from the sellers, call your credit card company and start a chargeback.
