My parcel from the USA is at Heathrow, (according to the USPS tracking, though Royal Mail tracking says it hasn't left USA yet.)
When I rang Royal Mail customer services, they said it has been held & not yet received into the system, because the custom charge has not yet been paid.
They said that the sender should have received an email to let them know the custom charge needs to be paid. Who would they receive the email from, to let them know this? Is it Royal Mail, or USPS?
Is the sender responsible for paying the custom charge, or am I? I would have thought it would be me as the receiver. (Usually I've had a notice from the post office to pay a charge before I receive a parcel.) I've told the sender I would be happy to pay it, but not sure how to go about it, especially if I'm not being contacted by the carrier.

The sender should complete the declaration and most reputable companies include the charges in their prices or advise you that they may be import or Taxes to pay.
The receiver is legally responsible for paying any import fees or taxes due on what is being brought in.
Here is the strange thing: Royal Mail, or any other carrier, normally pays the charges and then sends a bill to the receiver. So I am not sure why Customer Services told you that unless it has been held by US Customs.
If you check to make sure that whatever is being sent is allowed in the mail, and is not on the UK restricted or banned list.

Thank you! I thought that was the case. The parcel contains a Japanese print, I didn't check if this is on the restricted or banned list but I will now!
Is there anyway I can get in touch with Royal Mail to pay the charge and speed things up? I don't mind it being late but just don't want it to go missing.

I would give customer care a call again, as far as I know Royal Mail don't send emails, they send grey cards. However Parcelforce may indeed send emails.
If you give CS a call they should be able to clarify which company is delivering it, and hopefully advise how you can pay.

Thank you very much! I checked the Royal Mail tracking again today, and it let me pay an import fee. It was at my local delivery office, though it hadn't updated on the tracking websites.
