Does "Left International Processing Centre" mean it's in Customs?

I sent a registered letter from Canada to the UK (England).

The last tracking messages that I get are:

LANGLEY HWDC, United Kingdom, Item Received
LANGLEY HWDC, United Kingdom, Item has left our International Processing Centre

It's been several days since the last message.

I'm confused. Does this message mean that it is in transit from Heathrow to its destination (Wolverhampton)?
Does this message mean that the items is in customs?

Please remember we are not an official site. With that in mind, without the rest of the tracking it's impossible to say with any certainty but in most cases, these 2 scans usually mean it's been passed into customs.

If you track it on this site http://parcelsapp.com/en it usually has more information and in most cases, it tells you which company did which scan.

It's been 2 weeks. Is this normal (it's just a registered letter). Is there anything that I can do to resolve whatever the problem is?

I would contact Canada Post as this might get Royal Mail to start whatever processes they do for delayed items. Another contact is @royalmailhelp that's an official twitter account that may have more information.
