Delivered but “ Incorrectly addressed. Returned to sender.”
It says delivered but then further down says Incorrectly addressed. Returned to sender.
I copied the address from the organisations site it was sent to and have screenshots of what I put on envelope and they match.
Any ideas?

My guess would be someone accidentally hit the wrong buttons.
The Return to Sender happens 1 minute after Bill signs for it.
Alternatively Bill has signed for it and then noticed it wasn't the correct address.
If it is actually coming back then there will be further updates along the pipeline.

The tracking has updated this morning but not sure if that Neman’s it’s in its way back. Confusing.

Now it says “item retention” this makes no sense.

Retention means it's being held, if it was a business address, they're assumed shut.
My guess is that they misdelivered it, scanned it wrong and now it's on its way to the right place, but since it's Saturday, it gets held at the office until Monday.
I could be completely wrong but that's not a totally uncommon scenario.

Okay thanks. Hopefully that is the case.
I did contact RM customer service and they said it would be returned to me but then I sometimes think their contact centre staff are not the best to advise.
I took screenshots of the addressed envelope and compared it again to their address, it matches.
It’s going to the parliamentary and health service ombudsman in Manchester.

It says Manchester DO will deliver this morning.
Does this mean they failed to deliver next day by 1pm? As I bought it Thursday.

Yes - you can make a claim for late delivery - IIRC you get the postage back.
