It says in the letter that we can contact the Escalated Customer Resolution Team. Postal Review Panel is the next stage of complaints process, I guess. Would you recommend skipping Escalated Customer Resolution Team and going straight to Postal Review Panel?

No, go to the Escalated Customer Resolution Team first. You have to do that before the Postal Review Panel.

Curious that there's a 739 sticker on packet. Is this from first attempted delivery or second?
The time schedule seems out too:

Exeter DO Saturday 28 July 06:02am
Incorrectly addressed. Returned to sender 07:30am.

Did it ever leave the priolocker for delivery or was it killed off in there.
