If you start an hour early, finish an hour early then do an hour overtime what you've done is move that overtime to a time that suits you better.
If it was possible to do this officially it wouldn't be a bad system but there's the question of whether the work is there to allow you to start an hour early.
I don't think there is always the work there for staff to actually gain a full hour by coming in early. There are a few guys who often start an hour early and when I come in they have got their frames prepped and maybe a few packets put in but often they are just sat there waiting for the IPS guys walk-sorting their packets/mail or for their Specials and they are not making any real progress at all. PDA data isn't going to show them starting their delivery a full hour before I get on delivery thats for sure and at best I estimate that they have probably made 20 or 30 minutes.
On the face of it, shareholder value is the dumbest idea in the world.
