In theory nobody will ever complete their duty as 50% of the 2c post will be held back by the MC.

Dont forget that as well as a vanshare doing 1 heavy all products duty, 1 'light' tracked/1st class only duty and a couple of rows off a 3rd duty they will likely lapse /absorb other duties on top of that too when the inevitable sickness and sayonoras begin

Only the mech will be held back, the trays of 2C manual letters and flats will still be sent to the DOs. You'll still need to put them through the IPS frames to extract the 2C for any walks where it's the 2C day for them.
