The LATs are being treated separately until they get to the DOs.
At the DOs there isn't enough work to justify the cost to only do LATs, so the Managers add normal parcels that have probably been in the system 24 - 48 hours already. At a guess, it's either from duties that have cut off, late miss sorts and excessively large packets that the CDVs can't load, and no doubt other myriad reasons why they haven't connected with the CDV pairing.

Remember the new LAT product allows for the customer to put into Royal Mail’s RDC up to 12:30 at night and NDC up to 02:00. Therefore anyone ordering off the internet can get delivery the next day.
This is completely new in Royal Mail. Hence why they want to iron out any problems in the pipeline or resourcing before they take on further customers in October. It is called a loss leader and there is only one customer.
Of course some have resourced from 15:00 to 19::00 to deliver LAT and some hubs do not receive any work.This is why some of these duties are given other work to pad out the duty.
The good thing is quality is high and a number of big customers are intrested and hopefully will come on board from October.

I think its great that Royal Mail are offering customers this service and for workers who don't mind working the extra overtime. Will there also be a paid manager in the office to ensure that staff are working the hours (no ghosting) or will they use the PDA data? 
On the face of it, shareholder value is the dumbest idea in the world.

Of course he is, he says this all the time because he knows most postie's are dead set against later starts. The cwu know this and that's why they fought royal mail over the times they wanted, they are now having to get staff who are willing to work until 7pm to deliver the lat product not forcing us all to work later to make sure they get delivered. If push comes to shove and it's a choice between changing the working times and practices in mail centres or forcing postie's to work 10 - 6 with the uproar and mass resignation from the union it would result in who are the cwu going to side with? The way it's going with Network 18, i's going to be BOTH DOs and MCs that have their start times pushed back. I'm afraid that we ALL need to get used to the idea of our start times being pushed back by 1 maybe 2 hours. For DOs with the latter lorries probably getting caught up in traffic, DO start times might get pushed back even later than that. We already know that our start times are moving later, the SWW will cause part of it, but didn't we reach an agreement where no delivery office will start more than 30mins later than it currently does?
Nobody is burying their heads in the sand but lets deal with what we have at the moment, who know's RM may cease to exist in 3/4 years with all the problems Network 18 is bringing to us
