Even if they are a genuine customer just being awkward they could be the sort to complain if you put in an incorrect DOB, then you've got to give some kind of explanation to your manager.

Doesn't that defeat the whole point of the exercise?
Someone within the household taking delivery of alcohol/knives has to be over 18/25 and therefore 1) responsible for their own potentially harmful actions they may commit with the item they have purchased or 2) responsible for the actions of a minor under their care who has ordered the item which they then intercept.
Delivering AV to a neighbour is like buying booze or fags for kids hanging outside the off-licence.

How does it, those kids are waiting for a mug to buy them, we're simply delivering the booze or fags to the neighbour and asking him to pass it to their neighbour when they get home. Yes- an age-restricted item delivered by Royal Mail can be delivered to another adult over the age of 18 at the same address.
You can also nominate a neighbour who's over 18 to receive your parcel for you - they will need to show proof of age.
