How do OFCOM actually measure service standards and adherence to the USO (for the purpose of imposing any fines for failure to meet the USO and delivery targets)? Do they to some extent rely on Royal Mail's own figures for partial or full walk failures, or is there some other measure independent of Royal Mail's own beancounters, to avoid any under counting on the part of RM?

And as for the targets for first and second class post arriving within the deadlines for delivery, do they use test items to see how long they take to go through the system, or "mystery shoppers" - memmbers of the public who report how long certain items of post take to arrive?
Ofom uses secret shoppers that both send mail and receive it, then log them. They both record ordinary mail and test mail.

Royal Mail should not know who these Secret Shoppers are, but experience tells a different story.

Ofcom I guess will use the figures from the secret shoppers to check and analyze Royal mails own figures.

I'm thinking as per the image, there are 20 'DELIVERY POINTS' so even though you only had mail for 15 you failed 20 'DELIVERY POINTS' as if you had mail for all 20.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
