Seniority or contract?

If a job (full time hours) was advertised - how would the suitability etc be determined? Is it purely on seniority? what if 2 candidates wanted the job and one was already full -time and one was part-time, who would be considered first? part time person with 15 years service or full time with 10 years?

Think all duties are allocated by seniority but if a specialist post say like rle suitability will win the day.
