Royal Mail has raised concerns over plans to build 26 flats – because its vans' horns will disturb residents.

A meeting to decide whether two three-storey apartment blocks can be built on land off High Street and Strangman Street, Leek, is due to be held tomorrow.

But Royal Mail has objected to the scheme over fears families living in the new development will complain about noise from their neighbouring Leek Delivery Office.

In a letter to Staffordshire Moorlands District Council, it said: "The scheme will introduce sensitive residential neighbours directly adjacent to the delivery office and yard.

"Vehicle movements start at 4am when the first wave of mail to be processed arrives. Delivery from the site occurs from 9am.



"The yard is heavily used at various times throughout the day. It's a rule of the delivery yard that a vehicle's horn must be blown when crossing the pedestrian walkway which crosses the yard and also when leaving the yard.

"On Saturdays activity at the site takes place from 6.30am until 1pm."

Royal Mail is also concerned about a lack of parking and say an increase in traffic could be dangerous.

It said: "There's a significant amount of on-street parking already due to lack of parking for nearby residential properties. Increased traffic may reduce visibility at the entrance and harm highway safety."

The scheme for 10 one-bedroom and 16 two-bedroom apartments has been recommended for approval.

If applicant Adam Bailey is given the go ahead, one of the blocks would be built in High Street and the other in Strangman Street.

There would be 19 parking spaces within the site, 12 of which within an under-croft car park off Strangman Street. The remaining seven spaces would be accessed from High Street.

Councillors are being recommended to grant outline permission for the plans, with conditions, when they meet on Thursday at 2pm.

The conditions include measures being taken to protect the residents from outside noise.

A report to the planning committee said: "There would be clear economic benefits during construction. There would also be spending power from future residents, social benefits from the provision of additional housing and environmental benefits from the regeneration of a vacant and prominent site. There is no reason to withhold permission."
