The night shift manager at nimc has told union rep he's not booking staff on overtime as the staff who put name down only come in and stand about and the staff already in work arnt working hard enough. So in concluding is he therefore saying all staff are lazy?

No, he's actually saying that he's not doing his job by managing his staff. He should take himself down the conduct code and give himself a stern talking to, with the threat of dismissal if he doesn't improve his performance.
