Postbox Strategy – Revision Process & Associated Documents
Dear Colleague
Further to LTB’s 492, 523, 539, we have reissued LTB 553 due to not everyone receiving it. Attached are the final documents to complete the set of documents required for this project and for our representatives to be able to engage in those discussions regarding the Postbox Strategy.
The Revision Process has been simplified and reduces the documentation from 15K words contained in 58 pages in the original document to 2K words contained on 10 pages in the new document. All the hyperlinked documents contained in the original Collections Revision Guidelines agreement have been updated to reflect the current position and are now embedded in the ‘Workpackage’ at the appropriate stage of the revision process. The document is the CBPv3 Workpackage which is in the same format as the one below but it contains the embedded documents. CWU Divisional reps have this document which was copied to them last week via a pen drive.
However we are aware that there may be some problems for some representatives in opening some of the embedded documents and we have therefore embedded a Zip file in this LTB (Workpackage Docs) to enable access to those documents which may be a problem. There are also a few which are too large to embedd anyway but all the documents are all available via the Royal Mail Intranet and they can be provided via managers laptops. Royal Mail has provided the information below which may help in providing the required documents/information to CWU representatives.
Sharepoint – Royal Mail, maintains a Sharepoint where planners can download the latest versions of all documents and tools relating to CBP. This is their preferred method as they can maintain the latest versions in one accessible place for planners. However, this sits on a Royal Mail domain and people need to hold a royalmail.com email address to gain access. There are some CWU reps that have royalmail.com addresses and access to the Delivery revision Sharepoint site where the CBP documents can be accessed. However, this is not an option for all divisional and local reps.
Ask the local planner – as a working principle, planners work off the Sharepoint, rather than hard copies. This ensures that they are always using the latest versions. The Royal Mail planners will be happy to provide the latest versions of any documents to the CWU Divisional, Area and local reps.
We have also agreed a Model Agreement as part of the process bringing it in line with the delivery process and there is also a document to support the sign off at each phase of the revision.
There have been some initial questions raised with the department about mail that is collected in rural areas connecting with the final dispatch or feeder service to Mail Centres or Collection Hubs. The primary planning approach is for returning walks to return to office with their collected (on delivery) mails and make them available for collection by the hub or Mail Centre driver dispatch. This will normally be in the period 4.00pm – 6.00pm weekdays. However, in the case of particularly rural and deep rural walks operating from SPDO’s and some DO’s, where the hub or Mail Centre feeder service departs earlier than the walks return to office, then a consolidation Postbox can be used to ensure connectivity. This would of course be a 4pm or later Postbox normally collected by a dedicated driver in the 4.00pm – 6.30pm period. There is also the facility available, where returning walks with collected mails could also make use of the front Postbox at Post Offices/SPDO’s instead of handing over any mails to the Sub Postmaster or leaving mails unattended awaiting collection in the delivery office.
On Saturdays the Postbox consolidation option is likely to be more common given the earlier final collection and despatch times from hubs and DO’s.
As part of the Postbox Strategy revision in each unit, the planner, local CWU rep and Postman/Women will agree locally what the most appropriate connectivity method should be depending upon return to office times, unit opening times e.g. ½ day closing Post Offices, and parent Hub or Mail Centre feeder service despatch times. These are issues that will need to be discussed and agreed in the localities.
In addition there is currently no formally agreed process for OPG’s emptying Postboxes on the street whilst on delivery which means it could be by the van or lightweight trolley, or HCT, and local knowledge will need to be used to determine the best and most safe and secure method in these circumstances. It will need to be the most sensible process and will need to be agreed locally, we have not been that specific and local negotiations will determine what is best for each box based on its location on the delivery route or loop and the volume of mail in it, including the equipment being used by the delivery OPG.
This is a major change for many of our members and it remains essential that the CWU maintains a coordinated approach to these discussions and that the impact on all functions is dealt with collectively through multi functional meetings.

They will do Pilchard when the first phase starts to hit in a month or two. Essentially this will end a huge chunk of SAs and posties will be expected to absorb the collections on their round at nil cost to the firm. A very poor agreement indeedpilchard wrote:No one else interested in this then??

Its going to be earlier than a couple of months, my Manager has invited me in to meet with the planner the week after next!!
