Appointed by Royal Mail Group to advise on the potential threat of direct delivery competition

Richard Hooper CBE has been appointed by Royal Mail Group to advise on the potential threat that direct delivery competition – also known as end-to-end competition – poses to the sustainability of the universal postal service.

Royal Mail is asking Ofcom, the postal services regulator, to bring forward its review of end-to-end competition in the letters market. Royal Mail handed its submission on the matter to Ofcom on 20 June 2014.

TNT Post UK currently delivers letters direct to households and business addresses in Manchester, Liverpool and parts of London. By 2017 it plans to deliver letters to 42.3% of all UK addresses in just 8.5% of the UK’s landmass, focusing on urban areas. Royal Mail is required to deliver six days a week to all 29 million addresses across the entire UK landmass, including rural areas.

Richard Hooper said: 'I am happy to advise on this issue because of its central importance to the future of the universal postal service, a cherished public good of importance to all UK citizens and to all UK businesses.

'I look forward to working with Royal Mail to encourage Ofcom to bring forward its review as soon as possible so that the threat to the universal postal service can be independently assessed and solutions found where necessary.

'When I carried out my independent review of the postal services sector for Secretary of State Peter Mandelson in the last Labour Government and for Secretary of State Vince Cable in the present Coalition Government, the risk posed by cherry picking was one issue on which both Houses of Parliament and all sides of the political divide agreed.'

Richard Hooper was Chairman of the Independent Review of the Postal Services Sector for the last Labour Government and for the current Coalition Government and published reports in 2008 and 2010.

This man is having his time wasted ,albeit for a considerable sum no doubt. OFCOM have repeatedly said there is no threat to USO, the TNT chap in charge said Royal Mail should stop whinging as there was enough work for everybody and they were only doing about 1% of the letter volumes. So there.
