CWU Parcelforce Consultative Ballot

We are pleased to announce the result of the Parcelforce Consultative Ballot as follows:-

Q1 Do you oppose the privatisation of the Royal Mail Group?
YES 93%
Q2 Do you support the CWU rejection of the company’s pension proposal? YES 95%
Q3 Do you support the CWU pay claim? YES 96%

The turnout for the ballot was 72%.

The full results as counted, verified and confirmed by the Independent Scrutineer, Popularis Limited, are attached as Annex A.

We would like to thank all CWU Branches, Parcelforce Representatives and members for their efforts in undertaking the Parcelforce Consultative Ballot and returning an overwhelming vote in favour of CWU policy.

CWU members have massively rejected Government and associated company plans to privatise Royal Mail. Furthermore, by supporting overall CWU policy our members have shown their determination to protect and promote their jobs, terms and conditions and the future of UK Postal Services.

In terms of our next steps, the Postal Executive will meet in the near future to consider how we take forward the views expressed in the Parcelforce Consultative Ballot as part of the CWU’s wider strategy/campaign.

In conclusion, there is no doubt that the Parcelforce Consultative Ballot has once again been an extremely successful exercise for the union in demonstrating the strength of feeling across the whole of the membership and this will boost the fight against privatisation and unfair competition. Furthermore it will strengthen our ongoing negotiations with the company and Government.

We have also attached to this LTB a copy of today’s press release (Annex B). Further information on all the issues contained in this LTB will follow in due course.

Parcelforce staff say no to privatisation


Staff working in Parcelforce have voted by more than nine to one against plans to privatise Royal Mail Group, of which they are a part.

In a consultative ballot run by the Communication Workers Union, 93% of Parcelforce staff voted against privatisation on a turnout of 72%. Almost 3,500 ballot papers were sent out to members in Parcelforce and the ballot closed on 6 August. The full results are:

Q2: Do you support the CWU rejection of the company’s pension proposal?  YES 95%
Q3: Do you support the CWU pay claim? YES 96%
Turnout: 72%


Dave Ward, CWU deputy general secretary, said: “Workers in Parcelforce have spoken loud and clear and added their voices to those of hundreds of thousands of others – they are against Royal Mail privatisation.

“There is a consistent message from both the workforce and the public that privatisation is not needed, not supported and not popular. It’s time the government looked at alternatives to privatisation – something we can help them with. They’ve got it wrong on this subject and the company’s propaganda has failed to change the minds of those who work in the business.”


Staff in Royal Mail Letters voted by 96% against privatisation in a consultative ballot held in June. A YouGov poll conducted in July found that 67% of the public are opposed to privatisation of Royal Mail.

Ballot papers were collected, counted and verified by independent scrutineer Popularis.

Yes RM pay offer definately said Parcelforce was excluded. How can people even vote on that one when they don't know what they are voting against? It's bonkers.

That's what i thought. I regularly do Coventry and the people in he canteen seem confused with the question and surely as you are the growth of the business your payrise should be double ours as we are getting less work to deliver..
