Downstream Access Operator Logos & Codes

Post by theflyingpostman »

Why is it that some Downstream Access operators only put a logo but not the mail operators name on the envelope.
Does anyone here know who these companies are? Who are Virgin Media using here? Do they get the mail to us themselves? Is there a list of logos/codes that shows who all these Access operators are?

Below the big "S" there is also a code which I presume responds to the Access Operators license? TNT seems to have 2 (C9 10002 & C9 10009). Is there a reason for this?

Shouldn't all Access operators have to put their name on the envelope as well as a logo (like TNT do for instance) so that we and the public can identify who is (part) handling the mail. I feel this current practice is dishonest in that the public may think this is "Royal Mail" mail and not DX or TNT for instance.

Go on the 'Postcon' website, then 'Postal Licenses and Operators', then 'Licensed Postal Operators' which lists all 18 of them, then 'Mail Identification Codes', then 'Code Identifier Register'.

Thanks for replying. I did try that but the Code identifier register doesn't match what is on the envelope eg DHL is CL104 but on the envelope is C9 10003.

I might try emailing the Royal Mail Wholesale website I sure they would know.

Hello theflyingpostman. The C9 number is the mail RM deliver in the final mile of delivery and the CL number is the mail the competitors deliver. Not sure if this reply helps any. But the C9 & CL are totally different.

Well I've just had a reply from Royal Mail Wholesale:
Thank you for your email. When a Condition 9 Customer signs a Condition
9 Agreement, they have to adhere to the Access Indicia specification. This
consists of two parts.

1) The Royal Mail part - the "S" block
2) The Customer Access Indicia

1) The "S" block
The S is for standard, as we have one service offered to C9 Agreement
holders. We have no M2,M3 services. The fan of letters was a trade mark
registerd at the outset of RMW as the Royal Mail Cruciform was chosen not
to be used. The C9 number in the "S" block denotes the Agreement holder
and each C9 Agreement holder must include their correct C9 number on all
DSA Mailing Items.

2) The Customer Access Indicia
You are not correct in thinking that Operators do not have to show their
name. This as with all C9 Agreement holders their choice. The C9 number
as mentioned above is a requirement. The Customer must use an "approved"
customer indicia for this part of the overall Access Indicia. There is
an approval process the C9 Agreement holder has to go through before they
can print anything in this area. The Customer Access Indicia must be a
registerd name/or trade mark belonging to an Agreement holder or their
carrier.

Details on the logos, C9 number and Agreement holders is not available,
but the Condition 9 User Guide on the Royal Mail Wholesale website in
Section 3 does outline the Access Indicia requirements.
Not much use!

Anyone got any other ideas? Postcom? or how about ask.allan :chuckle

DHL, TNT etc have their logos prominently displayed at the top right corner of much of the important business post we all now receive, but "Delivered by Royal Mail" only appears on the Door to Door crap that goes straight in everyones bin. What possible better way could there be of discrediting in the eyes of the public the once great institution of Royal Mail ?

I reckon on Saturdays' we should wear the appropriate uniform of the firms we work for. So, a TNT cap, a DHL coat and a pair of Virgin trousers would be great. Let's face it, we deliver hardly any Royal Mail stuff on Saturdays'.
