Agreement Between CWU & Parcelforce Worldwide On 2011 Easter/Royal Wedding Pressure And Remuneration Proposals For All CWU Grade Depot Employees

Branches will be aware that in previous years in order to encourage additional volunteers for weekend working during periods of pressure in Parcelforce that we have agreed with the business additional remuneration arrangements.

Due to the close proximity of the bank holidays for Easter and the Royal Wedding in 2011 and the impact that this will have on operations an agreement has been reached with the business to offer an incentive to encourage volunteers to work on Saturday 23rd and 30th April 2011, the agreement secures the following payments:

A special payment of £17 per hour for hours worked on the Saturdays of the 23rd and 30th April.
The above rates will be for a guaranteed minimum attendance of six hours on both of the Saturdays.
A single payment of £31 in addition to the above rates for those who sign for an advance commitment for both Saturdays (23rd and 30th April) and perform the work.

A full copy of the agreement is attached as Annex A to this LTB for the information of Branches.

In addition to the agreement a joint statement has also been agreed with the business (attached as Annex B).

Both of the attached documents were ratified by the Postal Executive at its meeting on the 5th April 2011 and it would be appreciated if Branches and representatives would ensure that the contents of this LTB are shared with members.

Agreement between CWU & Parcelforce Worldwide on 2011 Easter/Royal Wedding PRESSURE AND Remuneration Proposals for all CWU Grade Depot Employees

1. Introduction

This agreement has been reached to ensure that the expected increased volumes of traffic during the Easter/Royal Wedding period can be delivered to meet customer requirements and maintain the magnificent quality of service performance currently being achieved. It also confirms the payment arrangements over this period and the operating arrangements for the holiday period.

2. Pressure Period Working

It has been agreed between both parties that during the pressure period the following terms will apply for all CWU Graded Depot employees.

Weekdays: additional hours to be put in if necessary to handle increased workload, with scheduled attendance offered where appropriate and subject to normal conditions

Weekends: Local discussions will identify the requirement for scheduled attendance working on Saturday 23rd April and Saturday 30th April. Where workload requires attendance for Saturday working, employees will be invited to enter into an advance commitment to attend for one or both Saturdays. Upon the signing of this advance commitment, employees will be eligible for a special payment of £17.00 an hour for those days worked, equivalent to double the normal duty hourly rate, instead of the normal pre-scheduled or overtime rates.

In addition, employees who sign for an advance commitment for both Saturday’s (23rd and 30th April), and perform the work will receive a single payment of £31 in addition to the above rate.

Paid attendance at the above rates will be for a guaranteed minimum six hour’s on each of the Saturdays.

Anyone committing under these arrangements to attend for both Saturdays who fails to fulfil their commitment will only receive the pre-scheduled rate of pay for any days attended and any previous payments made will be rectified accordingly on the next pay date.

Operations managers will meet unit reps to discuss the work and manpower plans required in each office. These meetings will identify the extent, if any, to which additional attendance over normal is required. Against this backdrop both parties commit to work together to ensure that the appropriate number of applicants required in each of the depots, on both of the days covered by this agreement, is fully met. In advance of signed commitments being made, volunteers will initially be sought on a without prejudice basis in order to gauge demand and assist in matching attendances to planned traffic levels on each of the relevant days.

JOINT STATMENT

Easter and Royal Wedding Pressure and Remuneration

During recent weeks PFW has been talking to its Corporate Customers to understand their plans for the Easter and Royal Wedding period. It is clear from these discussions that PFW is expecting extremely high parcel volumes similar to those experienced during normal Autumn Pressure periods.

As a result PFW and CWU have entered into discussions to ensure that Quality of Service levels can be maintained during this period. We have reached an agreement for this pressure period which includes how we would remunerate our Depot colleagues so that we can deliver additional parcel volumes particularly for Saturday 23rd and 30th April.

CWU and PFW are delighted that the business is experiencing these volume challenges and are both committed to ensure that our customers receive the same level of quality of service during this pressure period that they have come to expect from PFW. Against that backdrop the CWU and PFW see this demand on our services as a clear indication of our ongoing success and potential growth and we are looking for the continued support of our people during this period by seeking to obtain volunteers particularly for deliveries on Saturday 23rd and 30th April so that we continue to provide excellent service to our customers.
