Royal Mail is being deliberately run down in order to privatise it. It is already semi-privatised, with the most profitable sectors having been cherry-picked by the private mail companies. They call this "deregulation" but in order to achieve it the Royal Mail itself is heavily regulated. The regulator, "Postcomm" is in the hands of people with interests in privatising the mail. The members of Postcomm are appointed by government, which shows that government itself is behind the changes. We need to get together, postal workers and the public, and demand substantial changes in the way the Royal Mail is regulated. An end to downstream access. An end to privatization by stealth. A return to full public ownership.
